Just a sort of informational note about Cessna Service bulletins Such as SEB07-5A being talked about in the Forums.

Cessna puts out these SB’s, they are currently titled such as following:

SEB = Single engine Service bulletin
MEB= Multi Engine Service bulletin

There Turbine & Jet Aircraft have a different format.

When Cessna writes a Service Bulletin they send out an Advisory to all owners of record (That Cessna Has) so an A appears on the end of the Advisory associated with that Service bulletin such as the A on the end of “SEB07-5A”.

The (Accomplishment Instructions) and what has to be accomplished in the SB are usually contained only in the SB it’s self but not always.

Service bulletins are not AD’s. AD’s are Advisory directives which are issued by the FAA. A service bulletin is never mandatory until it becomes a part of the FAA approved Maintenance manual for that aircraft. Even if the Manufacture says so. Unless the actions the Service bulletin are made mandatory by an AD issued by the FAA.

On the other hand a court of law in a civil suit can determine that a mechanic is liable for having not complied with a SB even if it is not Mandatory According to the FAA.

This is only from my experience and does not reflect polices of Cessna are the FAA inspector who is interpreting what he wants to.

I'd have thought the owner is responsible for complying with an SB, or not. Even though a mechanic may perform the activity, on the owners request, the owner is responsible for the maintenance of the aircraft.
