Customs is not the FAA (or NavUSA). It's a seperate agency not related to air travel. Canadians must pay the Customs fee when they enter the U.S. just as we do. They also pay the U.S. fuel excise taxes that support the US air navigation systems, just as we do. (But the Canadians also refunded the taxes I paid on the items I bought up there..... something we certainly will not do for them in return.) I'll pay my NavCanada fees, because it's the honorable thing to do. I just wish they'd make up their minds how they want me to pay!
