I am always amazed at the differeces between fsdo's. It is like the differences between tsa, customs, and immigration at different parts of the country. No standardization. At least I know that in Mexico I have to pay 5 people to get back out of the country and the more I tip the faster it gets done!

Of course here if you "Tip" the FAA you both could go to jail 8O The Scottsdale FSDO views any radio change as a MUST do 337. THe Seattle FSDO when I was there, viewed radios as minor unless you cut into the panel structure.
Of course if you REALLY want to see inconsistincy, drive coast to coast with a firearm and see how many laws you break.
