I probably used the wrong choice of words, I was actually speaking to the shoulder harness and not the secondary seat stops/restraints.

I worked an accident where the pilot was found in the cockpit with the shoulder harness tucked behind the seat in what seemed like a survivable accident but contact with instrument panel precluded his chance to make the choice again...

I knew what you meant. I was trying to draw a line between what a company might focus on (in this case seat rails) vs something that could probably save more lives at the end of the day.
