I would say there still could be some uncertainty. While the assembly appears to be interchangeable, it may not guarantee that internal piece parts are interchangeable. I suspect that it may have been only listed in the '48 Ragwing IPC. It probably was an attempt to provide a little ram air into the rather anemic early '48 heater system. It appears that for the A model they added little scoops in front of the cylinders, which probably provided a little more airflow...

I suspect that those are from a prior installation of an alternate duct system for cabin heat. Reference Figure 34, Ref #87 of the 170 IPC.

No, the '48 Ragwing does not use the rubber bushings.

Beside the gaskets the current version of fuel caps have a red-rubber check-valve/flap in the center of the lower cap.
